E2486 : Reimplementation of Deadline_rights and deadline types with penalty assessment (#2918)

* Implemented new deadline types & added mixin for penalty calculation

* Added tests

* Used a stub for due_date and updated late_policy tests

* Minor changes in nomenclature

* Removed unnecessary tests

* removed duplicate migration

* fixed failing test cases

* removed oenalty helper in grades controller

* fixed failed test case in pop controller spec

* fixed failing testcase in response spec
