feat: add endpoints for migrated Renku v1 projects  (#628)


- Add GET /renku_v1_projects/{v1_id}/migrations to check migration status  
- Add POST /renku_v1_projects/{v1_id}/migrations to migrate projects to Renku v2  
- Add GET /projects/{project_id}/migration_info to retrieve migration details  
- Introduce projectMigration table to track migrations
