dedent task commands before eval/interpolation (#734)

Prior behavior dedenting after eval was not WDL spec-compliant, significant when interpolated content contains newlines (#674 @adamnovak).

Adds config option `[task_runtime] old_command_dedent` to restore old behavior, in case someone depended on it.

Unifies dedent procedure for task commands and multi-line strings.

Introduces `WDL.Expr.TaskCommand`, a specialization of `WDL.Expr.String` that handles this and other command-specific evaluation logic.
