fix(tests): remove RunSettingsFilePath from projects

Update multiple test project files to enhance compatibility and maintainability. The `RunSettingsFilePath` property has been removed from several test projects, and the `TargetFrameworks` property has been added to support both `net8.0` and `net9.0`.

- Removed `RunSettingsFilePath` from:
  - Gestalt.ASPNet.Controllers.Tests
  - Gestalt.ASPNet.MVC.Tests
  - Gestalt.ASPNet.RazorPages.Tests
  - Gestalt.ASPNet.SignalR.Tests
  - Gestalt.Console.Tests
  - Gestalt.Core.Tests
- Updated `RunSettingsFilePath` for `Gestalt.ASPNet.Tests` to point to `net8.0` framework.
- Added `TargetFrameworks` property to all project files.
