Diplomat JS DateTimeFormatter Fix + Config Update (#6288)

Pulled latest fixes from
https://github.com/rust-diplomat/diplomat/issues/788, and updated
ICU4X's Diplomat configuration in accordance with the new config system.

Tested this locally so on update,
https://unicode-org.github.io/icu4x/wasm-demo/template.html?func=DateTimeFormatter.formatIso
should work!
