chore: fail deployment on spontaneous reboot

A spontaneous reboot / power loss is detected when the stored state is
something other than `MENDER_UPDATE_STATE_VERIFY_REBOOT` or
`MENDER_UPDATE_STATE_ROLLBACK_VERIFY_REBOOT`.
