Add support for comments in var and const blocks (#9)

This change implements unified handling of documentation comments in both var and const blocks. Comments following the pattern 'IdentifierName is...' are now preserved, maintaining their original capitalization.

- Added detection for Go-style documentation comments
- Created comprehensive tests for both var and const blocks
- Updated sample code with example documentation patterns
