Adjust some of the docker settings

While these lines make more sense if developing inside a container, they can lead to unexpected results when commands (like building the docs) fails.  This can lead to your local documents build being placed in the container and over writing the existing build (or fail of a build).  It can make it look like no error happened when in reality one did.

Also make sure the `make_docs.sh` script exits on fail rather than silently continuing.  This should now lead to an error on building the docker container in the first place.
