Move the enableCommonBootImageImport feature gate to new field (#3328)

* Move the enableCommonBootImageImport field

Deprecated the `spec.featureGates.enableCommonBootImageImport`
field. Added the `spec.enableCommonBootImageImport` field instead.

* Add warning for setting enableCommonBootImageImport

setting or changing the enableCommonBootImageImport FG triggers warning
from the validation webhook.
