Added .coveragerc to omit stixtransclient.py.

- Moving the stixtransclient.py script caused the coverage to drop significantly. Adding this configuration file for coveralls should alleviate this issue. In the long term we should implement tests that include stixtransclient.py.

Pull Request Pull Request #6: Updates to support PyPI integration.
