Create submit report (#168)

Why these changes are being introduced:
* Share a detailed report summarizing results from 'submit' runs
(i.e., DSC message submissions to DSS)

How this addresses that need:
* Create HTML and plain-text templates for 'submit' reports
* Create SubmitReport module
* Reconfigure method for writing events to CSV string buffer
as method on base Report module
* Add unit tests
