CI/GitHub: drop explicit actions/cache step

The go module cache now being restored by the setup-go step means that we had
introduced duplicate caches, trying to write over each other, in areas which Go
sets as read-only.

Sanest fix is to just drop the explicit caching now that it's no longer needed.
