Fix leading whitespace in convert function (#3544)

There was a whitespace difference between tsql and babelfish for cast and convert function when converting from float to varchar/char , this was mainly due to the to_char function which added a leading space before the data, explicitly added ltrim function call on the final result before padding to fix the issue.
