Add SQLite to PostgreSQL converter

Implements a database converter that allows migrating from SQLite to PostgreSQL
while preserving the schema and data for all tg-spam tables. The converter handles
table-specific conversions, especially for the samples table which requires a
message_hash field in PostgreSQL.

Adds a new endpoint in the web UI to export the SQLite database to PostgreSQL format.
