IGVF-2353 Institutional certificates UI improvements (#719)

* Add institutional certificate list-view and object pages.
* Add tri-state boolean facet terms for controlled access facet. Fully functional except for updating the query string on click.
* Handle clicks on the boolean facets.
* Remove facet term count indicator for controlled access facet. Improve accessibility.
* Add Jest tests for the tri-state boolean facet.
* Remove stray debug flag.
* Fix a Typescript type error.
* Document TriBooleanTerms component.
* Delete `from` and `field=*` elements from the query string when selecting a boolean facet term.
* Temporarily redirect the demo to the IGVF-2357 demo until it gets merged.
* Revert temporary change to cdk.
