* Bug 1290727 - Add LATEST_THUNDERBIRD_ALPHA_VERSION back to thunderbird_versions.json

- add new variable LATEST_THUNDERBIRD_ALPHA_VERSION in congig
- simplify thunderbirdVersionsJson() and don't use a jinja template for such a simple case
- add tests, including a check on the structure of the version number (we could do that for Firefox as well)
