chore: pin dependencies (#2410)

We install dependencies with `yarn` and have carets (`^`) in our `package.json` meaning that minor and patch versions can be installed.

This changes installs to be `--immutable` and fixes dependency versions:

- Add `--immutable` flag to installs
- Pins dependency versions
