refactor(config): improve configuration handling and initialization.

- Relocate config.example.toml to project root (and config.toml should be there but not necessarily).
- Update README with new config.example.toml root directory instructions.

Configuration System Improvements:
- Centralize default filename logic in ConfigLoader.__init__.
- Implement config file recursive search from project root.
- Remove config_data parameter.
- Move filename param from load() to constructor.

Inheritance Fixes:
- Children classes now properly propagate filename via super().
- Remove filename default declarations in subclasses.

Application Factory:
- Add filename parameter to Flask app factory.
- Ensure config filename flows through initialization chain.

Testing Updates:
- Explicitly specify config_class parameter in tests.
