Update cibuildwheel configuration (#2636)

This PR updates cibuildwheel configuration and enable build Python 3.13
wheels.

Man changes. 
macOS latest is now ARM, so CI should run test for ARM wheel. macos-13
is a last intel runner, so use it to build intel one (to not use rosseta
emulation).

move cibuildwheel configuration to pyproject.toml. Simplify run
cibuilwheel locally for debug. It is suggeste place to keep
configuration.

Add `test` extra to cleaner setup test environment. 

Change "numpy>=2.0.0rc2", to "numpy>=2.0.0", to not catch NumPy
prerelease when building wheel
