Mock S3 in dev and testing (#1158)

## Fixes issue
Fixes #171.

## Description of Changes
Use minio to mock S3 for image uploads in dev and testing.

This is mostly pulled from
https://github.com/OrcaCollective/OpenOversight/blob/main/docker-compose.dev.yml

The `test_image_classification_and_tagging` test will most likely fail
until this PR is merged:
https://github.com/lucyparsons/OpenOversight/pull/1157
