* handle queue for projects without metadata

* review: implement specific error type to determine underliverable
log error message from campfire
fix: test case now listens to specific undeliverable error for the queue deletion

* fix error type doc

* return specific uerr if one is detected

* review: typo

* review: do not count the task as failed if the mail is undeliverable
