Sphinx 1.4.x test fixes.

Using better tmpdir_module implementation without modifying global
variables.

Sphinx 1.4 throws warning when re-registering extension components.
Mitigating this by resetting Sphinx after specific tests (pytest
usefixtures).

Sphinx 1.4 throws warning when using "True" for a boolean config option
in conf.py. Fixing tests to use boolean True.
