Touched up Sphinx docs. Testing docs in Travis.

Added encrypted PyPI deploy credentials so Travis will deploy to PyPI
for me.

Updated README to use Coveralls instead of codecov (forgot to do this
last commit). PyPI also no longer provides download counters.

Including changelog in Sphinx docs.

Using built-in attribute:: instead of implementing confval:: in conf.py.

Better syntax highlighting in docs using pygments vs JavaScript linter
in RTD theme.

Get docs metadata from setup.py.

Contents heading was redundant, toctree:: makes :caption: the same size.

Added Install section in docs, like my other projects.

Added docsV testenv in tox to build docs for all project versions
locally.

Moved docs test to tox (via .travis.yml) for simplicity and removed
test_docs.py.
