fix: Ensure `templateByUri.editorBlocks` respects the `flat` query arg. (#89)

* chore : make flatten_block_list static fn as public

* chore : explicitly set 'flat' args as 'false'.

* fix : flatten_block_list if 'flat' arg is 'true'.

* chore : update RenderedTemplate resolve_content_blocks with flat false as args and revert changes to ContentBlockResolver.

* fix: avoid missing array key error by checking if 'flat' is set and not empty

* test : add integration tests for checking 'flat' args with true, false and null values

* add : add a changelog item.

* chore: cleanup
