Filter OpenAPI spec to subset of services (#24)

* Dynamically filter OpenAPI spec to selected services.

* Consistently use getkin/kin-openapi and bump to latest

* Update buf and protoc-gen-openapiv2

buf v1.46.0
protoc-gen-openapiv2 v2.26.1

* `mage clean` only deletes generated files.

There are `.go` files in `publish/directory` that shouldn't
be deleted.

* Regenerate with latest toolchain

* Filter paths while iterating.

We're iterating over a copy so it's safe to mutate the original.

* Generate and cache specs by port

* Add makefile and CI to lint and test code

* Take service port as a string
