chore(ci): cleanup the PR workflow

 * No need for matrices if we're just checking with one value anyway
 * Instead of hardcoding the Go version, we set it to "stable"
 * We don't need the whole Git history all the time, therefore remove that
 * Builds can be started independently of the other steps
