bugfix: reenable install of libcivet and libbb64

Client code should not need to link them b/c we are using
PRIVATE linkage. In fact, client code not using cmake works
with out linking to them, however the remain a dependice for
client code using cmake and importing conduit's cmake targets.

resolves #14 (github)
