config: drop JSONification from the log wrapper

Since commit 3db73c65f29a ("log: encode table arguments in json") it is
handled by the `log` module on its own. Dropped the JSONification test
case from the log wrapper test. It is already covered by the test case
added in mentioned commit.

Also, now we don't need code that skips logging before the encoding into
JSON. It is removed too. The log wrapper test cases that verify log
levels are removed, because the log levels logic is already verified in
`test/config-luatest/log_modules_test.lua`.
