Improve date pattern formatter.

- Move implementation of DateTime.format to parser.format
- Support truncating leading zeros in a platform independent matter
- Add 'X' date pattern format for timestamp output
- Add 'ZZ' date pattern format for UTC offset with ":" separator
- Add 'A' date pattern format for upper case AM/PM
- Add 'a' date pattern format for lower case am/pm
