* Refactor request processing time tracking and improve mean calculation logic

* Enable scaling cost configuration for limiter service

* Fix mean time calculation

* Modify weight function to gradually increase

* Refactor cost function to grow linearly

* Disable limiter service scaling cost in test setup

* Refactor cost and mean time calculations
