IGVF-2348 Add Filtered column to file tables on AnalysisSet and PredictionSet pages (#708)

* Add `filtered` property to multiple file requests. Add a column for the filtered property and display filtered files as a badge.
* The “Filtered” column only appears on analysis-set and prediction-set pages. Even on those pages, the column only appears with a mix of values for `filtered` among the files.
* Update Jest test.
