fix(tests, core): update tests and method invocation

Updated `MechTests.cs` to include new using directives and added a new static class `StaticTestExtensions` with a `TryParseDate` method. Added a new test method `BreakAsyncStaticTestExtensions` to the `MechTests` class. Updated `Mecha.Core.Tests.csproj` and `Mecha.xUnit.csproj` to bump the version of `Microsoft.NET.Test.Sdk` and `xunit.runner.visualstudio`. Enhanced method invocation logic in `MethodInvoker.cs` to handle `out` parameters.

- `MechTests.cs`: Added using directives for `BigBook.ExtensionMethods` and `Mecha.xUnit`. Added `StaticTestExtensions` class with `TryParseDate` method. Added `BreakAsyncStaticTestExtensions` test method.
- `Mecha.Core.Tests.csproj`: Bumped `Microsoft.NET.Test.Sdk` to `17.13.0` and `xunit.runner.visualstudio` to `3.0.2`.
- `MethodInvoker.cs`: Added using directives for `System.Collections.Generic` and `System.Linq`. Enhanced method invocation logic to handle `out` parameters.
- `Mecha.xUnit.csproj`: Bumped `Microsoft.NET.Test.Sdk` to `17.13.0`.
