fix(dependencies): update test and logging package versions

Updated several package references to their latest versions to ensure compatibility and improvements.

- Bumped Microsoft.NET.Test.Sdk to version 17.13.0 in both test projects.
- Updated xunit.runner.visualstudio to version 3.0.2 in both test projects.
- Updated Mecha.xUnit to version 3.1.3 in both test projects.
- Updated Microsoft.Extensions.Logging to version 9.0.2 in Archivist.Tests.
- Updated ObjectCartographer to version 4.1.2 in Archivist.
