Add a simple config/storage.yml file

**ISSUE**
Rails will not start in production mode without a valid `storage.yml`
configuration file.

Passenger is showing the following startup error:
```
Couldn't find Active Storage configuration in /opt/cypripedium/releases/20250210224635/config/storage.yml (RuntimeError)
```

**RESOLUTION**
Add a bolierplate file as generated by the rails 6 generator.
