Introduce ability to receive battery metadata (#14)

* Make database connection a function so we can modify it

* Add function for registering metadata

* Improve listing which datasets are available

Do we have metadata, do we have data, etc.

* Update CLI tests

* Only track database names one place

* Remove the "state" module, track estimators elsewhere

* Accurately display if an estimator is available

* Make a table of all available data
