fix: Publish deployment failure in case of a failure in the DOWNLOAD state

The transition from the `DOWNLOAD` state in case of a failure goes
to the `CLEANUP` state. That's correct because there should be
nothing else needed than a cleanup if the download process fails
for some reason.
