Fix KV HA mode in an absence of worker nodes (#3289)

In an Hosted Control Plane cluster, where there are no control plane / master nodes, and there are more than 1 worker nodes,
We should set KV infra replica count to 2 (default), and not set 1 replica in that case, since kubevirt CP can be scheduled on more
than one node.
