feat: create deployments at API Server startup (#443)

* rename modules for clarity

* introduce Settings object for apiserver

* log

* add e2e tests

* use a better default

fix e2e tests

increase boot time

add exp backoff

use exponential backoff instead of async.wait

wait for services to be ready before returning

wait for control plane to boot

* rc_path is already a path
