refactor: improve template rendering on onboard subcommand

- Add `hasUnspecifiedIssues` helper function to check for unspecified issues
- Refactor issue grouping logic to improve readability and maintainability
- Update template rendering to include emojis and improve formatting
- Use `http.MethodGet` instead of string literal for HTTP method
- Update test cases to reflect template changes
