Refactor Directive Naming and Improve Agent Execution Flow

- Rename directive structs to more concise names (e.g., EnqueueDirective → Enqueue)
- Update agent execution methods to return directives as a third return value
- Modify runner and server execution to handle new directive return pattern
- Simplify directive-related test cases and implementations
- Enhance agent runtime and execution flexibility
