IGVF-2045 Download SVG files for graphs (#691)

* Download an SVG with proper styles to an SVG file. When opened with Illustrator, edges do not appear. I’ll next look at using svg2pdf.js to generate a downloadable PDF that might solve this problem.
* Correction to the last commit.
* Edges and arrows now appear in the downloaded SVG in Adobe Illustrator.
* Mostly correct and add comments.
* Fix node colors that don’t work in downloaded SVGs.
* Know when the SVG is rendered instead of using a timer. Still need to
* Save the SVG with the Save As modal when available in the current browser.
* Reword the download-graph button tooltip.
* Correct a comment.
* Add a link to a tutorial video in the tooltip.
