142 add 3d quality metric (#143)

- Added 3D quality metric computation
- Displays an overlay with the cells fullfilling the criteria of the
percentage of slice a cell should be in.
- It calculates features on only those cells and it can be exported into
a csv file.

Improvements to be made:
- The name should change to 'Cell persistence score' or what we at the
end decide.
- Tests are relatively simple to made. They have not been made.

Improvement to be made in the future:
- Features can be displayed as a table in napari instead of be hidden.
