Move redis container initialization to test utils (#507)

Follow-up to https://github.com/payjoin/rust-payjoin/pull/484 to move
redis initialization to TestServices as well.

The first commit cleans up dev-dependencies from `payjoin` and
`payjoin-cli` now that those dependencies are pulled in via the
`payjoin-test-utils` crate.
