Split up utils into sub-packages

Refactored the utils package and splitted into six sub-packages:

- converter: Contains the Uri and QueryString Builders as well as the
  parameter value converter from the executor package so that they
  can be reused by the plugins

- directories: Common directories used by the uipathcli

- process: Abstraction over executing processes which improves testability

- resiliency: Retry logic for http requests

- stream: Abstraction over file and memory streams

- visualization: More complex command line output and controls
  like ProgressBar
