IGVF-2143 Remove facet groups and display all facets (#689)

* Update npm packages.
* Update floating-ui npm package.
* Update marked-react npm package.
* Remove facet groups. Display all available facets.
* Remove last vestiges of facet groups.
* Add facet collapsing mechanism.
* Have the audit facet titles allow collapsing and expanding.
* Remove facet All and None buttons.
* Use light-blue hover and indicator that the facet is open. Reformat facets so the borders go to the edge of the panel.
* Try to fix the prettier conflicts.
* Try using .prettierrc.js instead of a JSON file.
* Revert prettier changes.
* Animate the opening and closing of facets.
* Animate the expanding of a facet with lots of terms. We have a problem now where facets with custom terms might display a blank space with borders. I might need to add a customizable filtering function to the facet mechanism.
* Filter out internal issues from facets if not logged in.

* Saves and retrieves facet configurations.
