Updated to using Phinx to manage database migrations (#80)

* Updated to using Phinx to manage database migrations

* Got seeder working, updated db migration job to be dependent on database service being ready

* Fixed seeders so they'll run in k8s

* Refactored some code, clarified some comments, removed unnecessary DocumentationIndex class now that we can use the search index directly
