chore(deps): update project dependencies and frameworks

This commit updates the target frameworks and several package dependencies for the FastActivator projects.

- Update target frameworks in `FastActivator.PropertyTests.csproj`, `FastActivator.Tests.csproj`, and `FastActivator.csproj` to `net8.0` and `net9.0`
- Remove `net6.0` and `net7.0` frameworks
- Update `coverlet.msbuild` from `6.0.2` to `6.0.4` in `FastActivator.PropertyTests.csproj`
- Update `Mecha.xUnit` from `2.1.124` to `3.0.3` in `FastActivator.PropertyTests.csproj` and `FastActivator.Tests.csproj`
- Update `xunit` from `2.9.2` to `2.9.3` in `FastActivator.PropertyTests.csproj`
- Update `xunit.runner.visualstudio` from `2.8.2` to `3.0.1` in `FastActivator.PropertyTests.csproj`
- Update `coverlet.collector` from `6.0.2` to `6.0.4` in `FastActivator.PropertyTests.csproj`

BREAKING CHANGE: Dropping .Net 6 and 7 from support list.
