remove adding x-policy header when making call to concept search api

Prior to the change, internal-concordances forwarded requests to the concept search service with all headers received from the draft-annotations-publisher when annotating content, including the X-Policy header. The updated behavior requires internal-concordances to use Basic Authentication for requests to concept search. Therefore, instead of copying all headers, only the X-Request-Id and User-Agent headers will be included in the request to concept search.
