[OSS-ONLY] Restrict grant to/from any babelfish created role via PG port (#3406)

Restrict grant to/from any Babelfish created role via PG port.
Earlier GRANT on role was only restricted for default Babelfish server roles, now it will be blocked for any Babelfish created role via PG port.
