Change rails default config to 7.2

This enables the Ruby YJIT, confirmed on staging with:

1. `cd /opt/orangelight/current`
2. `bundle exec rails c`
3. `RubyVM::YJIT.enabled?`

Prior to this commit, this returned false, with this
commit, it returns true.
